  • What: Annual energy‑use benchmarking using EPA ENERGY STAR® Portfolio Manager, including 12 months of whole‑building data.
  • When: City guidance indicates an annual reporting deadline of 31 May (first due dates: ≥50k by 31 May 2026; 20k–50k by 31 May 2027).
  • Transparency: The City will publish annual energy performance for covered properties.
  • Penalties: Non‑compliance may incur administrative fines (third‑party guidance suggests $1,000–$3,000 pending City confirmation).
